There is no way of knowing whether they mean "way" or "share", so I'd leave as part, which covers both

This is advanced French structure....in English, the phrase is repositioned to start the sentence

A small share or portion [of the transactions] account for the consequences of forex transactions....
OR
They account for a small portion or share

Caveat: not knowing what ILS refers to...people or transactions.
