You have to consider who will be reading the translation--if it is for the parents of students attending the school, then the translation should be "primario" because the parents will know what that is in the context of that particular school. You can't really call a kid "pre-escolar" if he goes to a school (see below).
My references:
In the U.S., escuelas primarias are known as elementary schools. Traditionally, the primary grades are first, second and third. Fourth, fifth and sixth were known as intermediate grades. In most places, sixth grade is now part of middle school. Nowadays, because of so many working mothers and because of increased knowledge of the value of early childhood education, many regular elementary schools offer on-site daycare and education for young children three and older, especially in poorer neighborhoods.

Para mí es una manera (muy rara, por cierto) de denominar a los alumnos del ciclo preescolar, también llamado la Preprimaria. En el Uruguay ya no se dice "jardín" porque es un espacio pedagógico, no un jardincito.
Con todo, el original es confuso. Tendría que decir NURSERY students. De Primaria son todos.

La traducción de estos términos depende mucho del país en que va a ser leído el documento. Todas las traducciones que ves aquí dicen lo mismo pero son dadas por personas con diferente nacionalidad. Yo soy colombiana.

Primary students se refiere a los estudiantes primarios (básicos, principales), el cuerpo de estudiantes que pide en préstamo los libros, no a los estudiantes de primaria (grade school students).
Los estudiantes, los maestros y el personal de la escuela son los principales ususarios [básicos, primarios] de la biblioteca fulana de tal.

"estudiante" sugiere un ciclo de ensenianza superior y puede incluso confundirse con estudiantes de universitad... creo que mejor utilizar este matiz-- "alumno"
