Laying around is about the same as strewn around. So, you say it is not strewn around, how can it be lay around. The literal meaning is people or vessels or vehicles moving around without a fixed destination.

My comment:

It's referring to the all objects that were strewn around on table tops and furniture.
Literally: floating atop. But that doesn't work well in English.
Strewn about works better.

Yes, it is here. Vaguear means to move through a place without a fixed destination. Haphazardly strewn about. In this context.
