My comment:

The word "poste" can have several completely different meanings. Since this concerns a contract for a combined cycle power plant, I have chosen the most likely meaning.

A pièce is a document
And A cahier is a literal binder or folder or section of a large project

The number is just the numbering....

If it relates to Law I think it's normally termed as such, I'm not sure what Poste Blinde is (just looking it up)
