"The trim perfection of Colbert Road" isn't referring just to the landscaping -- like Peony said, it refers to everything along the road--the houses, the sidewalks, whatever is there. "Trim," when describing a person, means lean, in good shape. Also, I think perhaps you misspelled "plain". There is a variety of tree called the "plane" tree. It has nothing to do with plainness.

The trim means several things up to the context. In this case the text means how perfect seems to be Colbert Road. "Estado de las cosas": how something looks like.
In this case, the Road seems to be perfect, or is perfect.

Cuando visité a Beverly Hills en California, me refiero a Rodeo Drive (solo he ido una sola vez), lo que me impactó fueron las calles, casas y jardines INMACULADOS del vecindario (qué prosaica se oye esta palabra para designar a Beverly Hills). Nada, no hay ni una pizca de polvo por ningún lado, las casas perfectamente limpias y pintadas, ¡perfectas! Los jardines... perfectamente manicurados, como si podaran el pasto y los árboles cada hora para que nunca haya ni una sola hoja fuera de su lugar.
La perfección es -por antonomasia- lo máximo, pero en este caso para enfatizar aun más la cosa, se habla de una perfección mejorada, una perfección perfecta -válgase la redundancia.
En mi opinión, esto corresponde a la figura literaria o retórica de la hipérbole.

Dependiendo del resto del contexto, podrás deducir si "ya no podemos disfrutar" de una o la otra, puesto que los "los sencillos árboles que daban sombra al paseo ribereño del (nombre del río)" ya no están, no se mantienen o no se podan.

I suppose that 'trim' refers here to the pruning of the trees along the street. The trees are plain because of a perfect pruning that causes the impression of neatness.
I fear a literal translation doesn't fit.
