My comment:

That's what it says, though it would be more consistent to say "supervisor and technical coordinator"
"maitrise" in French means the first level of supervision, including "contremaitre", "chef d'equipe", etc.., not "manager"

Maîtrise de projet= project management, here: manager

For me, this is one of those put it together phrases: if you are doing project management and your are the technical coordinator.

Technique can be technology in some instances..coordinateur?
