The French regional administration used to be referred to as a "réseau" but is now referred to, more technically, as a "maille", which literally means "mesh". The term is borrowed from the field of telecommunications. It means that each "node" of the network has the same weight - there's no "central node" that is more "powerful" than the others. It also places less emphasis on interconnection than the word "réseau". "A maille sur le territoire national" means "in a countrywide [meshed] network". I think you can safely translate "à cette maille" as "at this level" and "à la maille de chacune des directions régionales" as "at the level of each regional administration"
