Read "donné", not "donne"

My comment:

First, you need to tell us the country.
Only in Belgium can I find: donner un avis verbal ou écrit.
Second, since this is verbal, it is a verbal opinion given by the Ministère Publique
Third, your sentence is truncated so there is no way to know for sure.
Fourth, there might be repetition of a verb but I can't tell,
donne [son avis] on the accused [sur le banc], requit -rule that [missing text]

teher is something wrong about "banc" and "requit". The last word is a form that does not exist in French. You mat have requérir, requis, requise, but never requit. May we have the rest of the sentence to help.
