How about "Responsible" as TRÄGER can be a lot of different entities, organisations and bodies.

sponsoring institution? institution

My comment:

My dictionary of Bank-und Börsenwesen lists "Träger" as "sponsoring institution" and the Dietl-Lorenz lists "Träger" as "institution." I don't know if these fit into your context, but maybe they are a jumping-off point.

HTH,

Nathan
