My comment:
Budding is shorter than "in its infancy". Besides, the bud hides the flower to come, which is the idea conveyed by "dans les limbes" (the prospect of the organization which was not called Red Cross yet was uncertain).

My comment:
I thought about 'birthplace' but it doesn't feel quite right because, as far as I understand it, it's not the birth of the concept as its first physical address that's the issue here.
