My comment:

Budding is shorter than "in its infancy". Besides, the bud hides the flower to come, which is the idea conveyed by "dans les limbes" (the prospect of the organization which was not called Red Cross yet was uncertain).

My comment:

I thought about 'birthplace' but it doesn't feel quite right because, as far as I understand it, it's not the birth of the concept as its first physical address that's the issue here.

literally, in limbo. That was Henri Dunant's address in Geneva when he first conceived of what eventually became the Red Cross

It sounds right except you might be missing a word. "while still in its infancy." It does not seem quite right without the "its." I am not sure why.
