Context:

Le beau bâtiment de Pierre Zoelly avait été remanié. En dialogue avec le béton et en contraste avec cette enveloppe minérale, les nouveaux architectes semblaient avoir fait le choix du bois massif comme matière unique, vivante, en écho à notre propre nature. Il était dix-heures trente. Etienne paya son entrée en liquide et avança dans le premier espace, ambitieusement denommé "défendre la dignité humaine". Au regard des enjeux de discrétion, le choix de cet endroit n'était pas brillant. Dans la première salle, il se trouvait seul avec un groupe scolaire.

Is it Etienne who is looking for discretion, or is it the museum which needs to keep a discreet, solemn atmosphere? For the former interpretation I suggest: considering discretion was at stake. For the latter: if a discrret atmosphere was what the museum aimed at

I'd say it means both... As the previous sentence would attest, the tone is ironic/sarcastic all the way through. It would be best to keep the ambiguity and not restrict the meaning too much. I would say "as far as a discreet atmosphere is concerned" something along those lines. I like the way you put it, but I am trying to have a bet each way, if possible.
