In Spain it means "early retirement", however, the procedure is swift and definite.

Dear Ms Cochran,

I beg your pardon, but this time I´ll provide an explanation.

Before a person is totally and completely retired, a lot of red tape has to be carried out (in the Spanish speaking countries). These "retirement procedures" can take a year or even longer.

The word for retirement is "jubilación". "Prejubilación" is the period, during which the person has started the retirement procedures but is not fully retired yet. That is to say, (s)he has to go on working, even though with the hope for a retirement to be granted sooner or -most usually- later.
