My comment:

Don't like "operating" brake - what's the good of a "non-operating" brake? And that's what you're looking for here: whether the service brake and parking brake work (i.e. operate) properly.

My comment:

"Betriebsbremse" is presumably similar to the foot brake on a car, "Feststellbremse" to the hand brake or parking brake.
