It definitely appears (if that's not an oxymoron) that this refers to physical elements rather than accountancy. I can't give more context without compromising client confidentiality, but Martyn's assessment of the context seems sound, so I'm awarding him the points as his original answer is the best, in the light of all the comments here. My comment:

I think a "débit fer" might be either a piece of metal that has been cut to a particular size, or the cutting process itself. The word "débit" has this meaning of "something being cut" (often timber). So the "nomenclature débit fer" might be a list of those cut sections, perhaps sorted according to their dimensions. Hope this helps...
