vendor wird üblicherweise als "Straßenverkäufer" hergenommen, in diesem speziellen Falle ist es wohl der Verkäufer bzw. Veräußerer von .....
und daher seine/ihre Vorschriften bzw. Bedingungen

My comment:

I'm afaid that I could not find a shorter German translation. But "vendor's rules" seem to me to be the rules established (ex-parte) and applied (ditto ex-parte) by the vendor whereby the purchaser (service recipient) has to abide by such rules.
