My comment:

Though 'assiette' by itself denotes 'seat' or 'plate', taken with its companion 'd'environ' reads 'plate of surroundings' and thus 'clearance'.
This is confirmed by the context : the ship must have a clearance of 1.0 m when the tanks are drained.
