My comment:

'Schiene' est un rail, un guide, bref quelque chose de fixe servant à conduire un objet dans ses mouvements.
On peut donc imaginer, dans le contexte d'une formation, qu'il s'agit des différentes étapes abordées lors de la formation pour acquérir les connaissances voulues, soit en d'autres termes, 'le programme ou le plan de la formation'. C'est du moins ainsi que je comprends ce terme hors contexte !
