My comment:
This would appear to have been said or written by a non-native French speaker, possibly African or Arabic, as the sequence of tenses, and spelling, is wrong. It would help to know who said it

I have decided in my infinite wisdom that the speaker wanted to use the FUTURE tense but didn't know it - " I'll buy the test before I get to the office". Ha!
