LOCK-IN - The prohibition of prepayment of a loan secured by a mortgage or deed of trust, so that the borrower is "locked in" to the loan for a specified period.

It is true that lock-in clauses are most often invoked with regard to interest rates, but it is not the only instance of use of lock-in clauses, even in real estate transactions. More context is needed to be sure.
