Institution can mean an actual establishment or a way of describing an edict. I am getting that instead of an actual building unless I am reading it wrong.

"Según una institución oficial del 2005" doesn't make any sense to me. "Una institución oficial" is an official institution, i. e. A PLACE !! I guess, it's all about an -official- evaluation/appraisal/assessment (tasación/evaluación) carried out in 2005.

"...pursuant to what had been stated by an official institution in 2005" could also work here.

Or: maybe part of the original text is missing: según UNA EVALUACIÓN/TASACIÓN DE una institución oficial del 2015

Si fuera una institución privada, usaría "organized", pero como es oficial, me parece que "set" o "established" funcionan mejor.
Para "institución" hay muchas opciones: entity, office, agency, etc.
Quizás el año es mejor ponerlo en números para que quede más claro.
