What I understand from the description is that there's a sash with a gold and enamel star on it (it's slightly confusing because "en or et émail" comes after "écharpe", but I think it refers to the star, not the "écharpe").

I think "or et émail" refers to the star, and not the "écharpe". The comma after "écharpe" tens to prove it.
