I thought about this one too but don't believe it is used in this context (it's about an order for ammunition, not slang) it would read a bit like this if it was German "Das Bundesherr bestellte 5000 Kugeln" (again, you would say "Patronen", not "Kugeln") - that why I went for "rounds". My comment:

see also the image and its caption on https://en.wikipedia.org/wiki/Ammunition. It states "Every fifth round with a red tip is an M20 (armor piercing incendiary tracer)." The image and text make it clear that a "round" is a single bullet or piece of amunition.
