Based on context, 'gazette' would seem to be the most appropriate term.

The official gazette sounds good but, in the U.K., it's for government pronouncements. Most national newspapers are recognised by the Courts for such 'legal publicity', so I would l suggest 'in a recognised newspaper or publication'. SF
