My comment:

IATA Fund=okay. Or also IATA contributory fund.
Many kinds of funds exist and can be applied to (ex. Training funds, travelling ones, etc.)

But you could just translate as "sums refunded by IATA for unflown tickets must be recorded in the accounts and returned to the customers"
