My comment:

There is a subtle difference according to the country. In United States, a Notary can be anyone authorized by the courts to certify the veracity of the statements given. In most Spanish-speaking countries a Notario is a person of greater prestige who can perform some of the functions only attributed to a judge in the USA, marriages for instance...

My comment:

The difference depends in which jurisdiction the Notary is located.

For example in Italy and Dominican Republic a Notary Public (Notario) must be an attorney first. In US in the majority of the States a Notary Public (Notario) can be any citizen or legal resident.
