sofferenza here refers not to phyusical suffering but rather to a fault or to something lacking as in funds in the account

sofferenza means overdue
It could be a loan, a draft a cheque.
Banks in China are forced to finance state owned companies even if their accounts are overdue. But for sure some form of guarantee must be provided by the government.
