This is a term that cannot be translated literally but you must look for the equivalent department in an english speaking country and governement. In governement I would say it is the treasury secretary and in companies I would say it is the controller.

I looked in various sources and I think Contraluria is not a correct term not even in spanish.
It should be Contaduria...........
