This may seem like passing the buck, but I suspect that the author himself would not be able to define exactly what he means either. See below for in depth discussions of the terms as well as the proof that the term "Proprietaere Software" is known in German. At least in Wikipedia.

Im TI-Bereich steht "Proprietary" �fters als Gegensatz zu "Open"; eine "Open database" -software ist eine Datenbanksoftware die jeder �ndern kann; aber eine "Proprietary Database"-Software kann nur vom Hersteller (Oracle, IBM, usw.) ge�ndert werden.
