A messenger (mensajero) is a person who carries a message. Some synonyms are (in Spanish): cartero, emisario, etc
En el contexto, la traduccion de la oracion the prosecutors are shooting the messengers seria: Los denunciantes estan disparando a los mensajeros.

I have seen this expression as the translation for "Shooting the Messenger", if it is an expression.
