My comment:

This is a special meaning of "solicit". When it is on a sign, e.g. "No Soliciting" or in an employee handbook, it simply means that employees can't sell things to other employees during work hours (such as items sold to raise funds for a school or church, things they make at home, products or services sold by the spouse of an employee, etc.
