My comment:

This is a special meaning of "solicit". When it is on a sign, e.g. "No Soliciting" or in an employee handbook, it simply means that employees can't sell things to other employees during work hours (such as items sold to raise funds for a school or church, things they make at home, products or services sold by the spouse of an employee, etc.

Yo creo que este es el sentido! Porque solicitar en castellano significa en primer lugar hacer diligencias o gestionar negocios propios o ajenos, por qué tendrían los empleados que no solicitar a otros, a no ser en el sindicato, dpto de personal???
