That's what they say here in the UK. As to the USA, I have no clue. You can park your vehicle on a single yelow line for up to 3 minutes and the driver needs to be within earshot/easy reach to remove the vehicle if need be. If you are a registered disabled driver, you may park on a single yellow line without restrictions. Seems to me the closest to "Eingeschränktes Halteverbot".

Initially, I would have thought 'restricted parking', like Colin. However, I then came across a 'no parking' translation (see ref).
so now I don't know. Might there be additional information on a sign to qualify if it is no or restriced parking?

hier ist Halteverbot there's no stopping here

im Halteverbot stehen to have parked in a no-stopping zone
