It's about a business (trade) website.

The companies have another source of profit, called Breakage and sometimes this secondary form of profiting can exceed the primary source, which the company is supposed to receive even if the maximum benefits promised in the marketing plan were paid out. Because the interests of the company coincide entirely with those of its participants, the company can maximize its payout to the participants while also improving the efficiency of the program with additional incentives and rewards. The breakage profits resulting from the weaker participants' qualifying at the lower levels is used to reward the stronger participants through a special program called the Breakage-away Plan.
