I think there's a spelling error here and it should be "abocar" which is to focus on.

My comment:

"Avocar" is a legal term used to indicate that a legal authority has made an official decision.
Abocar on the other hand would be "dedicarse de lleno a una actividad" (RAE) which would make sense here so that "..we will focus first of all..."
