paper size letter 8,5"x11"(216mmx279,4mm)
envelope size C4(229mmx324mm)
if you refer to a sheet of paper, use legal, or respectively, letter
but when referring to the corresponding envelope, you should use C4(it´s the closest standard envelope)
oficio has got about at least for standards in Brazil
