My comment:

Déclaration en douane des permis d'importation temporaire.
J'ai fait cela de nombreuses fois quand j'étais responsable de SAV. à chaque fois que je me rendais à l'étranger avec du matériel, il fallait établir un carnet d'exportation temporaire / réimportation temporaire dit carnet ATA, et à chaque fois que je passais la frontière il devait être visé par la douane, A mon avis le clearance c'est cette opération (comme custum cleaance, passport clearance). Mon dico Oxford dit d'ailleurs "déclaration en douane", "manifeste d'entrée / de sortie".
