responded again to the call for tenders launched by the JA

My comment:

"el Área de Turismo se volvió a presentar a la convocatoria lanzada por la Junta de Andalucía":

"the Tourism Area responded again to the call for tenders launched by the Junta de Andalucía"

"se volvió a presentar" = "volvió a presentarse", "se presentó de nuevo".

"convocatoria" = "convocatoria a concurso", I believe.
https://es.thefreedictionary.com/convocatoria
convocatoria = exam
and
https://www.wordreference.com/es/translation.asp?tranword=call+for+bids
= "call for bids"
and synonyms: "call for tenders", "invitation to tender", "invitation to bid", etc.

You don't "present yourself" to a call for tenders, you "respond to" a call for tenders/bids:
