Quelle haute personnalité du Reich pouvait encore, malgré la gravité des événements, devant l’avance alliée, dans Paris soulevé et investi, déplacer pour une démarche que d’autres jugeraient d’utilité secondaire le général responsable d’une bataille en cours ? Which high-ranking personality [...] could still have the general [...] make a journey to do something that others would consider of secondary importance?

My comment:

The idea is that you'd need to be someone of very high rank indeed to get the general (who was busy fighting a battle at the time) to take action on something that many people would consider to be of relatively little importance.
