as Claude pointed out correctly, hostel is a certain type of housing.
The original context may specify the style and type of accomodation and then "housing", "lodging" or "hostel" can be used, If the context doesn't specify, I would use "lodging", "housing", or "accomodation" because they are broader terms.

Just to defend my answer, I have seen this in print in tourist brochures and advertisements as I referenced it but again, it was never intended to be THE answer.
