Given this is for a straightening machine then I believe arbor to be the correct term. For confirmation, google "straightening machine" with "arbor" and see if the hits confirm your particular context. Fixed shaft appears to be the alternative but used less often.

"Arbre" is "shaft" in mechanical terms, and of course "fixe" means that it's not moving. I think that "stationary shaft" sounds more idiomatic to my ear than "fixed shaft", although both are conveying the same meaning.
