Could be other French speaking country, but I suspect this is Belgium (see below)

Dans Dictionnaire Jurdique Dahl, Francais/Anglais, repetition=repetition, claiming what has been paid by mistake, without any obligation to pay. Dans Dictionnaire des Affaires Larousse, repetition=LAW, claiming back.
