My comment:

It seems unclear here as to whether a true culvert as described by E. Marko is meant or just a ditch excavated in order to construct a cut-off wall. As the context refers to the specification for the cut-off wall itself I suggest the above translations, depending on the height of the proposed dam.

My comment:

A culvert is a pipe, usually of large diameter and heavy-duty construction, such as is found under driveways where they join a main road, or in this case, in a dam to allow water to flow where it is needed or being drained to. I am not 110 % sure that Dueker is exactly the right word there :-) but I am fairly sure. It would also be possible to circumscribe the word by using a descriptive such as 'foundation for large-diameter water pipe' in order to reflect the precise meaning.
