passive vocabulary

My comment:

In languages, passive vocabulary is distinguished from active vocabulary as it remains in our subconscious, but not used in daily communication.

a passive command of Dutch

My comment:

This person's receptive skills are high, but he/she does not have an active command of the language. In other words , comprehension is no problem, but speaking the language is.
