This is taken from a cleaning instructions website: "Begin cleaning by taking out the carpets and bed clothes. Beat them with the carpet beater and leave them out to air on the carpet-beating rack while you finish cleaning up inside."

That's actually a Polish word for such a contraption.
As far as I am aware, there is no single-word term in English for it. The nearest would be carpet-beater or carpet-beating frame.
