These wheels are less fixed than the wheels of a car, for instance, and are able to pivot allowing for increased manuverability.

I know that you may think that it's confusing because the steering wheel is also "le volant", but I assure you that's what's being used. The distinction comes from the fact that steering wheels is plural and generally in a sentence with a number such as "4 steering wheels".
