My comment:

Basically I agree with you and Julio that "in accordance with" gives the right sense of it. But I think "en cumplimiento" is somehow stronger in meaning and has a connotation of fulfilling a law or statute etc.
Just my 2 cents, humbly, I am not English native speaker but I love the language and these kind of questions.
