The most used expression in Spain is para. A mas tardar is also used however is less formal. By always means the deadline when speaking about dates.

"para" is the right translation for "by" because it includes the date that is mentioned. "Antes de" doesn't include the date. I have heard "para tal fecha" used by native Spanish speakers hundreds of times in this context. Another way of saying it is "A más tardar, en el (fecha).

Can you provide context please? it can be used as a preposition, an adverb, an adjective, a noun or a interjection. These, together with the context, will determine the meaning and the best equivalent.
