It would help to have more context, but apparently the "Partes Protegidas" have sought relief from the court from actions taken by the "Objetivo". The court has ruled to protect the protected parties, and the Objetivo is the Subject of the Action or ruling. This is the same terminology used in restraining orders in county court.
