That's probably what it is, you have to read between the words that don't make sense.

"Réducteur" is sometimes translated as "controller," as seen in the reference below.

I've seen a lot of Chinese English, but this is the first time I see Chinese French. The text was obviuosly written by someone with little knowledge of French, let alone technical French, so it's difficult to figure out what they mean, I don't think there is such a thing as a measurement reducer, but what is it??!!
