Your other answers are incomplete, if they miss the legislation bit, because there is a legislation concerning product liability. Product liability on its own simply means "Produkthaftung". I am sure that this is not what the asker wants and what the given context says. The "nicht" is obviously a misstype resulting from a previous attempt to put things in words. The author must have failed to cross it out when writing his / her final version of the matter.

Das Gericht hatte keine Probleme nicht !?!?? -Doppelte Verneinung gibt es bei uns (so) nicht.
Kann das "nicht" DAMIT heißen?
Unterschreiten des SotA?? Ist auch komisch!
Dies ist wahrscheinlich bereits sine (schlechte) Übersetzung.

Anyway:
